The aim is to make the Diocese of Peru less dependent on outside aid in the long term.
In the Peruvian capital, Lima, the church of Jesus the Saviour is a three storey building with a worship space and a meeting hall downstairs. The two floors above the meetng hall were unfinished, without plumbing or electrical fittings, used only for storage.
The plan was to create some small apartments on the upper floor, replacing the corrugated plastic roof with reinforced concrete, making a rooftop area for washing and drying laundry.
One ground floor entrance to the building would be remodelled, such that tenants can access their bedsits without disturbing church activities.
This project would provide accommodation for students or young employees, much-needed in the area, and significant rental income to help pay some of the priests in the diocese. In the long term the diocese is working towards self-sustainability by means of projects like these.
The total budget is £32,000. The major part of this is coming from the Cathedral of the Holy Trinity in Gibraltar, but contributions are needed from the other churches of the Archdeaconry.

The heavy work of making the two new levels has been done, but there is still plastering, plumbing and electricity to sort out.
Bishop Victor spoke at the Archdeaconry Synod in January 2026 and answered questions about the project.
